付欣，男，我校必赢线路检测3003no1副教授，MTI硕士研究生导师，法律翻译中心主任，中国翻译协会2024年“全国中青年优秀翻译工作者”称号获得者。中国翻译协会法律翻译委员会委员，中国外文局翻译院全国多语种翻译人才库入库专家，中国法律英语教学与测试会第三届理事，第四届法律英语证书全国统一考试专家指导委员会委员，第二届北京市文化娱乐法学会合规与风险管理法律专业委员会委员，陕西省法学会台港澳研究会理事。担任美国康奈尔大学《实证法学研究期刊》、《法律与社会评论》、《法律符号学期刊》、波兰《语言学研究期刊》等刊物匿名评审专家，“华政杯”全国法律翻译大赛评委，广东省法制办法规译文评审专家。

主要研究方向为：刑事司法、法律实证研究、欧盟商法、人权法和法律翻译。参与或主持国内外各类科研教改项目50余项(包括参与国家社科基金西部项目和中华学术外译项目3项)，涉及法学教育、刑事错案、被告人语言权利、刑事辩护、法律语言比较等主题。曾获陕西省社科优秀成果三等奖和西安市社科优秀成果三等奖(2020)等奖励。主持完成国务院新闻办公室“中国图书对外推广计划”项目、中组部《中华人民共和国公务员法》英文版和《国外公务员法规》翻译项目、西安市仲裁委翻译项目、陕西省高院和西安市中院涉外案件翻译项目、国家智库武大国际法研究所《武大国际法评论》翻译项目、2018丝路卫视晚会节目字幕翻译项目。

先后在国内外期刊发表论文30余篇，在国内外出版有Annual Report on China’s Practice in International Law Review (2020-2021)(William S. Hein & Co., Inc. & Wells Information Services Inc. 2024)，A Chronicle of China’s Notary History(1902-1979)(Springer Nature 2023)、《犯罪学与刑事司法测量问题手册》(法律出版社2020)、《英国的刑事法官》等14部译著和《中华人民共和国公务员法(2018)》英文版等全国性法规译文1部，副主编教材2部，合著著作2部。

从事法律翻译已有30余年历史，笔译实践约700万字，其中正式出版物约450万字，各类口译实践约600场。目前直接或间接服务于最高人民法院、中组部和国家外文局、中国银监会、中央电视台、国家税务总局，陕西省公检法系统、陕西电视台、西安市外办、广东省高院、中山市法制办、兰州市法制办等官方机构以及企业和高校等机构。

Dr. Fu Xin is Associate Professor, Supervisor for MTI Program Candidates and Director of Legal Translation and Interpretation Center at the School of Foreign Languages, Northwest University of Political Science and Law. He has been awarded the “China National Outstanding Young and Middle-aged Translator” by Translators Association of China in 2024.

Professor Fu is Member of the Legal Translation Committee of the Translators Association of China, expert in the National Multilingual Translation Talent Pool of CICG Academy of Translation and Interpretation, Director of the third Session of Chinese Legal English Teaching and Testing Association, Member of Expert Guidance Committee of the Fourth National Legal English Certificate Examination, member of the Second Compliance and Risk Management Law Professional Committee of Beijing Entertainment Law Society, as well as Director of the Taiwan, Hong Kong and Macao Research Association of the Shaanxi Law Society. He serves or served as peer reviewer for such journals as Journal of Empirical Studies (Cornell University Law School), Law and Society Review, International Journal for the Semiotics of Law, and Comparative Legalinguistics (Poland). Additionally, he is a judge for “Ecupl Cup” National Legal Translation Competition, and a peer reviewer for the translation of laws and regulations under the Legislative Affairs Office of the People’s Government of Guangdong Province.

Professor Fu’s research focuses on criminal justice, legal empirical research, EU commercial law, human rights law and legal translation. He has participated in or presided over more than 50 scientific research and teaching projects at home and abroad (including participating in the National Social Science Fund), involving such topics as legal education, criminal wrongful convictions, defendants’ language rights, criminal defense, and legal language comparison. He has won the Third Price for Shaanxi Province Outstanding Achievements in Social Sciences and for Xi’an City Outstanding Achievements in Social Sciences.

Professor Fu has chaired or participated in and completed various translation projects, mostly through translation companies or publishers, including “China Book International Program” under the State Council Information Office of the People’s Republic of China, the English translation of the Civil Servants Law of the People’s Republic of China and the Foreign Civil Servants Regulations for Organization Department of the Central Committee of the CPC, the translation projects of the Xi’an Arbitration Commission, the translation services of foreign-related cases handled by Shaanxi Provincial High People’s Court and the Xi’an Intermediate People’s Court, the translation of the Wuhan University Law Review for the National Think Tank——Wuhan University Institute of International Law, and the subtitle translation of the 2018 Silk Road Gala TV Programs.

Professor Fu has published over 30 academic papers in Chinese and overseas journals, and has published 14 translated books at home and abroad, including Annual Report on China’s Practice in International Law Review (2020-2021)(William S. Hein & Co., Inc. & Wells Information Services Inc. 2024), A Chronicle of China’s Notary History(1902-1979)(Springer Nature 2023), The Handbook of Measurement Issues in Criminology and Criminal Justice [Law Press (China), 2020], and Criminal Judges: Legitimacy, Courts and State﹊nduced Guilty Pleas in Britain. In addition, he has published one national legal translation, namely English version of the Civil Servants Law of the People’s Republic of China (2018), as well as two textbooks as deputy editor and two co-authored books.

Professor Fu has been engaged in legal translation for more than 30 years, with a written translation practice of about 7 million words, and about 600 sessions of interpretation services. Currently, he directly or indirectly serves or served such institutions via translation companies as the Supreme People’s Court, the Organization Department of the Central Committee of the CPC and the China Foreign Languages Publishing Administration, China Banking and Insurance Regulatory Commission, CCTV, the State Taxation Administration, Shaanxi Provincial Public Security, Procuratorate and Court System, Shaanxi TV, Foreign Affairs Office of Xi’an Municipal People’s Government, Guangdong Provincial High People’s Court, Legislative Affairs Office of Zhongshan Municipal People’s Government, Legislative Affairs Office of Lanzhou Municipal People’s Government and other official institutions as well as enterprises and universities.
